Lobbying is observed wherever decisions are made. Lobbying is addressed by the bodies of state power is an effective form to communicate social needs and influence decision-makers. Lobbying is connected with policy at the state level and policy at the European Union level. It is noticeable at the local self-government level too. Lobbying in rural municipalities can be analyzed at two levels. In the first case the lobbied units are local authorities and lobbyists are local citizens (individual or collective), local business and non-governmental organizations or even other rural municipalities. At the second level, municipal authorities as well as residents, businesses and non-governmental organizations play the role of lobbyists. They try to make an impact on the higher levels of local self- government, state authorities or even the authorities at the European Union level.
